af77bbd1bc Eliminate obsolete background data sync option 
It only applied to pre-ICS devices.

ConnectivityManager.ACTION_BACKGROUND_DATA_SETTING_CHANGED is no longer
broadcast.

ConnectivityManager.getBackgroundDataSetting() always returns true.
