XEP-0369: Make the XEP-0128 dataform valid in service disco#info.

XEP-0004 specifies that the var attribute is mandatory on every
non-fixed field of a dataform.

Also, for i18n reasons, mandating a label as a field identifier would
prevent any translation of it.
