[svn] * configure.in: Noticed in libtool documentation that we should have

"AC_SUBST(LIBTOOL_DEPS)".

* Makefile.in: Made libtool depend on LIBTOOL_DEPS so if ltconfig
 and/or ltmain.sh are updated, libtool will be regenerated.
