warc.c: native uuid generation on Windows
* warc.c (windows_uuid_str) [WINDOWS]: New function specific to MS-Windows. (warc_uuid_str) [WINDOWS]: If windows_uuid_str succeeds, use its result; otherwise use the fallback method.
