7458fdc277 In preparation for table rendering, added table row heights and column widths to common sl. 
To have better results in rendering switch anchor from java.awt.Rectangle to Rectangle2D.

e966499ad2 #58532 For Excel cell formats with 3+ parts to them (eg +ve,-ve,0), which 
DataFormatter didn't properly support, call out to the alternate CellFormat
 instead for the formatting.
This also allows us to enable some disabled parts of DataFormatter unit tests
We still need to rationalise DataFormatter and CellFormatter though, so we
 only have one set of cell formatting logic...

24612d3e82 Add Sheet.getMergedRegions to obtain them all as a list. Implement this for XSSF using "deprecated" methods in XMLBeans which allow the operation to be linear in the number of regions rather than n-squared. 
Fixes #57893
