9412d467f3 bug 50955 - incorporate info from the DocumentSummaryInformation for 
guessing the encoding.  Back off to the old method if DocSummInfo is
not available. Thanks to Andreas Beeker for recommending this direction.

cdef5dc16c Use IOUtils.closeQuietly() in more places 
Avoid two possible file-handle leaks when opening files fails with an exception
Make tests close resources properly to not spam the output when running with file-leak-detector
