base64: don't compile base64_encode() function
...
We don't use this anywhere; "comment" it out so we still remain
relatively close to the upstream sources.

Also adjust our code using it for the size_t adjustments made by
upstream.

Add base64 algorithms from PolarSSL to libalpm
...
We will need these for GPG functionality (decoding the base64 encoded
signature stored in the databases).
