Build system improvements
- Use AM_GLIB_GNU_GLIB and IT_PROG_INTLTOOL
- Use gnome-autogen.sh
- Move language list to own file
- Delete generated config.rpath file

Fix autogen.sh shebang line
/bin/bash does not exist on many systems. In addition this script appears to be POSIX compatible so just use the appropriate shebang line.
