Daniel Stenberg ab6d23278e Curl_expire_latest: ignore already expired timers 
If the existing timer is still in there but has expired, the new timer
should be added.

Daniel Stenberg 60c86297bf tftp tests: verify sent options too 
The tftpd test server now logs all received options and thus all TFTP
test cases need to match them exactly.

Extended test 283 to use and verify --tftp-blksize.

Daniel Stenberg 4bea91fc67 TFTP: make the CURLOPT_LOW_SPEED* options work 
... this also makes sure that the progess callback gets called more
often during TFTP transfers.

Added test 1238 to verify.
