According to RFC6265 section 5.4, cookies with equal path lengths
SHOULD be sorted by creation-time (earlier first). This adds a
creation-time record to the cookie struct in order to make cookie
sorting more deterministic. The creation-time is defined as the
order of the cookies in the jar, the first cookie read fro the
jar being the oldest. The creation-time is thus not serialized
into the jar. Also remove the strcmp() matching in the sorting as
there is no lexicographic ordering in RFC6265. Existing tests are
updated to match.

Also, make the ftp server return a canned response that doesn't
cause XML verification problems. Although the test file format
isn't technically XML, it's still handy to be able to use XML
tools to verify and manipulate them.
The libcurl date parser returns INT_MAX for all dates > 2037 so this
test is now made to use 2037 instead of 2038 to work the same for both
32bit and 64bit time_t systems.
Implement: Expired Cookies These following situation, curl removes
cookie(s) from struct CookieInfo if the cookie expired.
