The limit is there to catch mistakes and abuse. It is meant to be large
enough to allow virtually all "fine" use cases.

Updated terminology in docs, comments and phrases to refer to C strings
as "null-terminated". Done to unify with how most other C oriented docs
refer of them and what users in general seem to prefer (based on a
single highly unscientific poll on twitter).

Clarify that the '-', '.', '_' or '~' letters are also not escaped since
they shouldn't according to RFC3986 section 2.3.
This is how this function has behaved since sep 2010, commit
5df13c3173.
