splay: add unit tests
...
The test code that was #ifdef'ed in the code was converted into unit
tests in test case 1309. I also removed the #if 0'ed code from splay.c

With the curl memory tracking feature decoupled from the debug build feature,
CURLDEBUG and DEBUGBUILD preprocessor symbol definitions are used as follows:
CURLDEBUG used for curl debug memory tracking specific code (--enable-curldebug)
DEBUGBUILD used for debug enabled specific code (--enable-debug)

Curl_splayremovebyaddr() to return error code. All in an effort to track down
the reported splay problem, but I've failed to do that so far...
