With HTTP/2 each transfer is made in an indivial logical stream over the
connection, making most previous errors that caused the connection to get
forced-closed now instead just kill the stream and not the connection.

are not, due mainly to the lack of support for XML character entities
(e.g. & => & ). This will make it easier to validate test files using
tools like xmllint, as well as edit and view them using XML tools.
we won't try to QUIT the control connection and risk "hanging" waiting for
a response. Test case 161 verifies this. The quit-sending function was
also made static.
