opts: Warn CURLOPT_TIMEOUT overrides when set after CURLOPT_TIMEOUT_MS

CURLOPT_TIMEOUT_MS are both set whichever one is set last is the one
that will be used.

CURLOPT_TIMEOUT_MS doc.
