TFTP: add option to suppress TFTP option requests (Part 2)

- Add tests.

- Add an example to CURLOPT_TFTP_NO_OPTIONS.3.

- Add --tftp-no-options to expose CURLOPT_TFTP_NO_OPTIONS.
