Added first draft of `real' developers documentation.

I'll be mainly moving stuff from mufasa_intro and mufasa_handbook
to this document. The purpose of mufasa_intro will change, and mufasa_handbook
will most likely be changed quite a bit too.

Instead of only showing code completion/hints with identifiers and symbols, I changed to to show it if it's not in a string/comment/directive). I also fixed a little bug in codehints which involves functions surrounded by brackets (not sure if this is the second time I commit this? =D)

Added event-hooks for extensions! Extensions now have 5 events that they listen to, see virtualextension.pas for which. Fixed bug in codehints and a small one in padl/padr/padz.

Cleaned up a bit, re-arranged some DTM stuff. Speeded FindDTMsRotated up a lil bit.. (Nanosec). Added some 'const' parameters. Fixed a small bug in File saving/opening.
