Add Collision Header XML parser (#3396)
* Add Collision Header XML parser * Update CollisionHeaderFactory.cpp * Remove "Num" attributes * Fix crashes Prevent crash when the camera setting is negative Change some IntAttributes to UnsignedAttributes
